Recall to Repair Strollers Due to Abrasion Hazard
WASHINGTON, D.C. - The U.S. Consumer Product Safety Com-
mission, in cooperation with the firm named below, today
announced a voluntary recall of the following consumer
product. Consumers should stop using recalled products
immediately unless otherwise instructed. Name of Product:
Phil & Teds e3 Strollers with doubles seats
Manufacturer: Regal Lager Inc., of Kennesaw, Ga.
Hazard: Children can touch the rear tires when in the
stroller’s add-on seat. This can pose an abrasion hazard
to children.
Incidents/Injuries: Regal Lager has received one report
of a child who scraped his arm from touching the tire in
motion.
Description: This recall involves the e3 Buggy which is
a three-wheeled stroller with a black steel tubing frame.
It is sold in a variety of fabric colors. An additional
seat, known as a “Doubles Kit,” can be added directly
behind the main stroller’s seat allowing a second child
to ride in the stroller. This seat can either be added
on top of the stroller’s frame or attached on top of the
rear axle in the lower position. When used in the lower
position, a seated child can reach the wheels.
Sold by: Baby furniture and baby products stores nation-
wide, and Internet retailers from July 2005 through
November 2006 for about $380.
Manufactured in: China
Remedy: Consumers should immediately stop using the
additional rear seat in the lower position on top of
the rear axle and contact Regal Lager for free
additional rear wheel guards.

CPSC Takes Step Forward In Effort to Protect Children
From Hazardous Metal Jewelry
Commission Approves ANPR, Seeks Public Comment
WASHINGTON, D.C. -- The U.S. Consumer Product Safety Com-
mission (CPSC) unanimously approved (2-0) an advance
notice of proposed rulemaking (ANPR) that could lead to
a ban of children’s metal jewelry that has more than 0.06
percent of total lead. An ANPR is the first step in CPSC’s
three step rulemaking process.
"Lead is toxic to children and reducing lead poisoning in
children is a priority for CPSC," said Acting Chairman
Nancy Nord.
Lead can accumulate in the body. Lead poisoning in
children is associated with behavioral and growth
problems and learning disabilities.
Since 2004, CPSC has conducted more than a dozen recalls
of children’s metal jewelry due to the lead poisoning
risk. These recalls involved more than 165 million units.
Products intended for children are banned under federal
law (Federal Hazardous Substances Act) if they contain
hazardous levels of accessible lead. To help manu-
facturers, distributors, importers and retailers keep
children’s metal jewelry with hazardous levels of lead
off store shelves, CPSC announced an interim enforcement
policy in February 2005, which involves a two-step test-
ing process. That process uses total lead content as a
screening tool but focuses on accessible lead levels.
Current rulemaking could result in a simplified approach,
eliminating the test for accessible lead.
CPSC will continue enforcing the interim metal jewelry
testing policy while current rulemaking is pending.
Parents are advised to check CPSC’s Web site for pre-
viously announced recalls of metal jewelry. In addition,
parents should not allow their children to mouth any
metal jewelry.
CPSC has a long history of protecting children from lead
hazards. In addition to this rulemaking on children’s
metal jewelry, CPSC banned lead in paint in the late
1970s. The agency spearheaded efforts to remove lead-
containing vinyl mini-blinds from the market and banned
the sale of metal-cored candle wicks containing lead in
2003.
The ANPR will be published in the Federal Register in
the next few weeks. Following publication, the public
will have 60 days to provide comments to the Commission.

Trim Assembly Kits for Recessed Light Fixtures
Recalled By Progress Lighting Due To Risk of Falling Parts
WASHINGTON, D.C. - The U.S. Consumer Product Safety Commis-
sion, in cooperation with the firm named below, today an-
nounced a voluntary recall of the following consumer pro-
duct. Consumers should stop using recalled products
immediately unless otherwise instructed. Name of Product:
Trim Assembly Kits for Recessed Light Fixtures
Units: About 12,800
Manufacturer: Progress Lighting Inc., of Spartanburg, S.C.
Hazard: Heat from the light bulb can cause the fixture’s
plastic trim to soften and melt, causing the trim and lens
to fall. This can result in laceration injuries to nearby
consumers.
Incidents/Injuries: Progress Lighting has received four
reports of the trims melting. No injuries have been
reported.
Description: Trim assembly kits involved in this recall
attach to recessed light fixtures installed primarily in
bathroom ceilings. The trim assemblies include a 7 3/4-
inch white plastic ring, a glass lens and a metal
reflector. Affected models were made in China and have
model numbers: 8009-60, 8010-60 or 8011-60. The model
number and country of manufacture are located on a sticker
attached to the inside and outside of the reflector.
Models made in Mexico are not included this recall.
Sold by: Electrical and lighting distributors nationwide
from July 2006 through December 2006 for between $9 and
$27.
Manufactured in: China
Remedy: Consumers should stop using the recessed light
fixtures containing the recalled trim rings immediately
and contact Progress Lighting to arrange for installa-
tion of a replacement trim ring.
