Medicaid spending up 2.8 percent
WASHINGTON, -- Spending by all states on the U.S. govern-
ment's Medicaid plan rose 2.8 percent in fiscal 2006, the
smallest such jump in a decade, says a national survey.
Adding to the good news is that tax revenues for the
states rose 3.7 percent in the same period, thanks to a
growing economy, the survey by the nonprofit Kaiser Family
Foundation showed. These figures may signal a trend in
which efforts by the state-federal program for the poor
and disabled to rein in costs may be paying off. Next fis-
cal year, The Washington Post reports that five states
plan to restrict eligibility, while 26 others plan to
restore benefits and ease enrollment restrictions. "The
program continues to grow, but it is not out of control,"
said Diane Rowland, executive director of the Kaiser
Commission on Medicaid and the Uninsured. The Medicaid
program currently serves more than 50 million people at
a cost of more than $300 billion. States pick up 40
percent of the costs, while the federal government pays
the rest.

Black & Decker Recalls Blower/Vacuums for Fire Hazard
WASHINGTON, D.C. - The U.S. Consumer Product Safety Com-
mission, in cooperation with the firm named below, today
announced a voluntary recall of the following consumer
product. Consumers should stop using recalled products
immediately unless otherwise instructed.
Name of Products: Black & Decker BV4000 Type 1 Blower/Vacs
Manufacturer: Black & Decker (U.S.) Inc., of Towson, Md.
Hazard: A loose connection between the blower/vac and an
extension cord can cause overheating, posing a fire
hazard.
Incidents/Injuries: Black & Decker has received 187
reports of smoking, melting and/or fire near the blower/
vac’s plug, including one report of a fire extending
beyond the unit. Black & Decker has received seven
reports of minor burns, none of which required medical
treatment.
Description and Models: This recall involves Black &
Decker model BV4000 Type 1 blower/vacs. The model and
type number are printed on a name plate on the right
side of the unit. The blower/vacs have an orange hous-
ing and a black blower assembly.
Sold at: Home center, hardware and discount stores
nationwide from April 2004 through July 2005 for about
$70.
Manufactured in: Mexico
Remedy: Consumers should stop using the blower/vacs
immediately and contact Black & Decker for a free
repair kit.

Recalls Cariboo™ Baby Changing Tables
Due to Fall Hazard
The U.S. Consumer Product Safety Commission, in coopera-
tion with the firm named below, today announced a volun-
tary recall of the following consumer product. Consumers
should stop using recalled products immediately unless
otherwise instructed.
Names of Products: Cariboo™ Folding Changing Tables and
Cariboo™ Bassinet Changers
Units: About 90 Folding Changing Tables and about 40
Bassinet Changers
Importer/Distributor: Scandinavian Child, of Raleigh,
N.C.
Hazard: If the zipper is misaligned, it can come apart
and allow the cloth surface to separate, posing a fall
hazard to the baby.
Incidents/Injuries: The firm has received one report of
the zipper coming apart. No injuries have been reported.
Description: The frame of the folding changing table is
made of wood with two folding legs and has a cream
colored changing table cloth surface with zippers and
side pockets. The product also has a bottom shelf cloth
with Velcro strips. The frame of the bassinet changer is
made of wood and has a cream colored changing table cloth
surface with zippers that attaches to the top rails.
Sold at: Retailers nationwide and on several online
merchants from September 2005 through September 2006
for about $260 and $120 respectively.
Manufactured in: New Zealand.
Remedy: Consumers should stop using the changing tables
immediately and contact Scandinavian Child to receive a
replacement product. Scandinavian Child will notify all
known purchasers.
